New Orleans Opportunity Mapping
Hurricane Katrina had far-reaching impacts throughout the Gulf region. Mapping of the devastation from Katrina and subsequent flooding indicate that segregated African American communities were disproportionately affected by the storm. The dynamics of race, poverty, and space prior to the storm created conditions of concentrated poverty throughout the city of New Orleans. These racially segregated, concentrated-poverty neighborhoods also included large numbers of households without automobile access, which prevented many from escaping the city. Working with stakeholders in the region, the Kirwan Institute will be mapping the
impact of the storm and the distribution of opportunities in the region. The goal of this work is to understand what strategies can be utilized to connect those affected by the storm into the region’s remaining opportunity structures.
