In this article, Professor john powell explores the meaning of the election of the first Black President for the nation. At a time in which American society disclaims racial bigotry, the long-standing conservative call to simply ignore race has now been joined by many progressive commentators who point to the inauguration of Barack Obama as the onset of a post-racial era. At the same time that we hear renewed calls for racial colorblindness, the need for attentiveness to existing racial conditions is more pressing. Universal policies, by taking as a norm the position of the dominant group in society and by failing to account for the differential situatedness of racial groups in American society, have the potential to exacerbate racial conditions rather than ameliorate them. No where is this danger greater than in the economic stimulus plans that will shape infrastructure and build social capital for the next generation.
